Well, you'd assume they do. All we know is that for a while, they were having some personal/family issues with some of their staff.

If it was financial in some way, they may have taken assets from the business side of things. Just a wild guess.

Assuming they have kept up to date on payments, why would the billing department be involved :/ Can't see any other reasons.

EDIT: Just noticed that it's not only the forum, but the main website www.teamcyclops.com that is down as well. As far as I know, in the past when there have been problems with the forums the website was still online.

EDIT: Just had a look on gbatemp, here's another possibility:

They'll be back. This always happens. Could be be a day, could be a week before it comes back, but they'll be back. They released two firmwares in one month, their bandwidth went through the roof.

Fattass was created just in time Imagine if we didn't have anywhere to talk about the Cyclo ... we'd all commit suicide in frustration. We can thank James for saving our lives!

Bandwidth usage is the problem. I'm pretty sure they trickled over their limit and probably didn't get around to paying the overcharges since it did go down basically the beginning of the month (I'm assuming when the bill would be due.)
